Expanded Outdoor Dining:

July 1, 2020 – Governor Newsom and the California Department of Public Health issued a new order to curb the spread of COVID-19 that required closure of all indoor dine-in restaurants in Riverside County. In response to the Governor’s order, the City Manager, acting as Emergency Services Director issued an Executive Order establishing Special Temporary Outdoor Dining Guidelines and Procedures.The Order is effective immediately as of 7/7/2020 and takes precedence over any inconsistent provisions of the Municipal Code, Development Code, use Permit or other regulations. The Order authorizes existing restaurants to remain operational by utilizing existing outdoor space for outdoor dining which could be within existing parking lots or sidewalks.


  • Does not require an additional permit if it meets size and safety provisions.
  • Does not cost anything

  • Shall not interfere with ADA Parking or Access
  • Shall not interfere with Building or Emergency Access
  • Shall comply with county and state social distancing requirements
  • Minimum 5 foot clearance for sidewalks
  • Shall comply with all County Health Department, Fire Department and Building & Safety Requirements.


  • Maximum size 10’ x 10’ – May go larger with administrative review. May require permits.
  • Must be secured in place.
  • No heaters shall be permitted under tents or within 2 feet of the structure.
