A Water and Sewer Rate study was conducted by Willdan Financial. The study was undertaken to evaluate the financial condition of the utilities, assess the adequacy of existing revenues to meet projected operating, debt and capital needs, and develop equitable, cost-based rates that support the long-term financial sustainability of the water and sewer utilities. The analysis concludes that existing rates will not support projected expenses beyond the first year of the planning period, requiring rate adjustments to maintain financial sustainability for both utilities. The study recommends adopting the updated rates effective January 1, 2027, and revisiting the cost of service analysis every three to five years.
