Landscape, Lighting, Parks District

The Landscape, Lighting and Park Districts are special benefit assessments that provide funding for the ongoing service costs associated with:

  • the installation, operation and maintenance of street lights and traffic signals
  • the installation and maintenance of park playgrounds and landscaped areas (parkways, medians, open space, detention/retention basins, channels etc.)
  • the installation, operation and maintenance of municipal parks
  • the installation, operation and maintenance  of drainage facilities
  • graffiti removal from horizontal and vertical surfaces which are appurtenant to the above items 

All of which are located in the public right-of-way or easements within the districts.


Park PlaygroundLandscape, Lighting and Park District No. 1 (LLPD1) is a district formed by the City of San Jacinto in accordance with State of California, Article 4, Chapter 1, Landscaping Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code. LLPD1 is a pre-proposition 218 district in which property assessments cannot be increased without the vote of the property owners. This district is subsidized by the City General Fund.  LLPD1 is city-wide for all developments prior to April 2002.  

Landscape, Lighting and Park District No. 2 (LLPD2) is a district formed in accordance with State of California, Article 4, Chapter 1, Landscaping Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code.  LLPD2 is a post-proposition 218 district in which property assessments can generally be increased by up to 7.5% annually, but never more than the actual cost of the district.Park Trees
All new developments, on or after  April  2002, were required to annex into the LLPD2.  New developments annexed into LLPD2 are divided into benefit zones that generally follow new development tracts. The cost assessed to the property owners in a benefit zone is directly proportionate to the benefit received. 100% of the funds received from the property owners in a benefit zone will be used in the same benefit zone. The cost cannot be greater than the benefit received, as determined by the Annual Assessment Engineer's Report. The amount assessed by the City to the property owners cannot be increased above the adjusted annual maximum amount without the vote of the property owners affected. 

Attention New Developers: as of 2017, the City has transitioned to a Community Facilities District as an alternative to the LLPD2.
