Benefits

Driven by the competition for talent, the City of San Jacinto offers a generous employment package to help employees enjoy the things that are important at home and at work. It's called Total Rewards. Total Rewards represents an employees' employment deal with the City. It's the various components that make up an employment package extending beyond compensation to include a "big picture" view of everything the City offers as an employer. Compensation

A pay for performance philosophy assumes that compensation decisions reflect performance differences. Organizations using this philosophy do not guarantee additional compensation for simply completing another year of service. The City of San Jacinto provides its employees with compensation that is commensurate with experience and education, and administers increases that reflect employee performance on-the-job.

All newly-hired and promoted employees experience a six-month training/trial period whereby performance is evaluated at the conclusion of their training. At this time, a compensation evaluation may also be conducted.

Cost of living (COLA) increases may be agreed upon during contract negotiations and are therefore administered in a manner that complies with contractual obligations.

Disaster Service Workers

Under California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Disaster service workers are required to participate in such disaster service activities as may be assigned to them by their employer or by law. The employees working for the City of San Jacinto take this responsibility seriously. Disaster plans are continuously being evaluated, drills are scheduled, and employees engage in training where they practice executing emergency support services.

The HR Department recruits from pools of qualified individuals created by posting positions at appropriate sources in order to create a work force that is representative of all sectors of society. Selection is determined by the most qualified for the role based on knowledge, skills, and abilities after utilizing a fair and open competition.

Memorandums of Understanding (MOU)

Several employees working for the City of San Jacinto have elected to have the Service Employees International Union (SEIU) represent them. The SEIU negotiates compensation, benefits, and other terms of employment on behalf of this group of employees and those agreements are documented in a Memorandum of Understanding (MOU).

Other employees have formed the Management Employee Association and have elected representatives to negotiate with the City Council on behalf of the group.

Safety and Risk Management

The City takes safety seriously and provides continuous training to its employees on safe work practices, emergency response procedures, and supports a random drug-testing program that is in compliance with the Department of Transportation. In addition, the City of San Jacinto is a member of the Public Entity Risk Management Authority (PERMA). This joint powers authority provides City employees access to high quality training and resources that are usually only available to large organizations.
